Fue el primer abogado venezolano que denunci\u00f3 ante la CPI los cr\u00edmenes de lesa humanidad en Venezuela en el a\u00f1o 2004. Egresado de la Universidad Central de Venezuela con t\u00edtulos de Abogado e Internacionalista, tiene estudios de Postgrado en la Universidad Complutense de Madrid y es especialista en Derecho Internacional. Como presidente de CICIVEN forma parte de un consorcio de organizaciones no gubernamentales que han impulsado el actual juicio contra el r\u00e9gimen venezolano, por cr\u00edmenes de lesa humanidad que constituyen violaciones masivas de derechos humanos.<\/p>\n<p style=\"text-align: center;\">Los coloquios en el Interamerican Institute for Democracy se realizan bajo la conducci\u00f3n de un Director, no ofrecen conclusiones, en el formato de un expositor que plantea un tema hasta por 15 minutos y luego los participantes realizan preguntas o aportes en intervenciones hasta de tres minutos.
